Elinor Claire "Lin" Ostrom was an American political economist whose work was associated with the New Institutional Economics and the resurgence of political economy. In 2009, she was awarded the Nobel Memorial Prize in Economic Sciences for her "analysis of economic governance, especially the commons", which she shared with Oliver E. Williamson. To date, she remains the first of only two women to win the Nobel Prize in Economics, the other being Esther Duflo. After graduating with a B.A. and Ph Elinor Ostrom was a political scientist who made history in 2009, becoming the first woman to win the prestigious Nobel Memorial Prize in Economic Sciences. Ostrom was awarded the accolade for her Ostrom’s theory ignited research on shared governance, common pool resources, and “the commons” around the world. Ostrom revolutionized thinking on how individuals could actually regulate and govern their shared resources without the assumption that private entities and governments could do it better.

Ostrom's detailed analyses of functional examples of the commons create an alternative view of the arrangement of resources that are both practically and theoretically possible. Lin’s “Institutional Analysis and Development (IAD)” framework emanated from political science and she was an early adopter of economic game theory, but her main case for the design principle approach was the empirical database that she compiled for common-pool resource groups around the world, as described in her most influential book Governing the Commons (Ostrom 1990).
